How The PDGM Phase Out – Notice of Admission Will Effect Your Agency

If you aren’t up to speed on MEDICARE’s No-Pay RAP requirement changes, it’s not too late. Dominion Revenue Solutions wants to help home health agencies like yours understand precisely how adding the 2022 Notice of Admission (NOA) changes will affect you and avoid payment reductions from transpiring due to non-compliance.

Notice of Admission

CMS has set out to eliminate RAPs by the end of 2021 and move forward with a 2022 Notice of Admission (NOA) requirement; this is due to some in the home healthcare industry benefiting from pre-payments without rendering appropriate care to their patients. Beginning on New Year’s Day 2022, the NOA will provide ongoing means for organizing the home health benefit and enabling CMS to comply with consolidated payment rules. Departure from this advance payment requires agency cash flow planning.

What Else Do I Need To Know?

The good news is that the one-time 2022 Notice of Admission (NOA) submission will cover consecutive 60-day home health care episodes through discharge, reducing the 30-day RAP coverage period burden. As of January 1, 2022, the NOA submission will be needed within five days from the initial start-of-care (SOC) visit. Along with basic beneficiary information, under the new rule, the HHA must have a valid verbal order that specifies the skill and services to be provided during the initial visit and have completed the initial SOC visit.
